The council now expects Common Lane at Welton to be finished on 1 April 2028, 17 months later than planned. From 10 September walkers and cyclists get it back.
Common Lane at Welton has been closed since April 2025. A statutory notice published on Thursday puts the anticipated finish at 1 April 2028.
That is about 17 months later than the council expected when it first shut the road. The 2025 notice anticipated the works being completed by 23 October 2026, which is seven weeks away.
There is better news in the same notice. From Thursday 10 September the road comes back for people on foot, on a bike or on a horse.
Welton is a village about nine miles south-west of Beverley, next to Brough.
What changes on 10 September
East Riding of Yorkshire Council has given notice that it intends to make a new order, not less than seven days from 3 September. It does two things at once. It bans motor vehicles, and it lets everybody else through.
The new order covers a much shorter length of road than the one it replaces:
- Common Lane, from about ten metres north-north-east of Common Lane Crossing to the crossing
- Common Lane Crossing, its whole extent
- Common Lane South, from the crossing for about 15 metres south-south-west
The notice states that the road “will be closed to all motor vehicles but remain open at all times to pedestrians, cyclists and horse riders”. (statutory notice, 3 September 2026)
Compare that with what has been in force since 28 April 2025. The original notice closed Common Lane from about 80 metres north-north-east of the crossing, the whole of the crossing, and Common Lane South all the way to the junction with Blenheim Avenue in Brough. And it closed it to more people. In capitals, the 2025 notice said the roads would be “closed to all traffic INCLUDING THE EMERGENCY SERVICES AND PEDESTRIANS”. An order that expires before the works do
There is an oddity in the wording, and it is worth reading twice.
The notice says the order “is valid for 18 months, but it is anticipated that the works will be completed by Saturday 1 April 2028”. Eighteen months from the 10 September start date runs out on 10 March 2028. That is about three weeks before the date the same sentence anticipates.
If that holds, the council would need a further order to keep the ban in place to the end.
The notice gives no reason for the extension, names no contractor, and says only that the closure “is necessary to enable the works to be carried out in a manner consistent with ensuring the safety of the public”. The council has published nothing else about Common Lane, and its own news pages do not mention it, so what is left to do is not on the record.
Where drivers are sent
The signed diversion is the same loop as in 2025, with one roundabout named differently. The new notice sends drivers via:
- Blenheim Avenue
- Ings Bridge roundabout and Moor Road
- Moor Road roundabout and Moor Road
- Welton Road and Water Lane roundabout
- Welton Road, Brough
- Water Lane, Elloughton
- Stanley Jackson Way, and back onto Common Lane at Welton
A second notice, and a deadline
The council published a second Common Lane notice on the same day, and this one is permanent.
It proposes the East Riding of Yorkshire Council (Prohibition of Motor Vehicles (No Vehicles) at All Times Except for Access) (Common Lane, Welton) Order 2026. The effect would be to prohibit driving on part of Common Lane at all times, except for access.
The two notices do not say how they relate to each other, and we are not assuming they do. What is certain is the deadline. Objections must state the grounds and reach the council by 24 September 2026:

Why the road was dug up in the first place
The 2025 notice is specific about it. The closure was to allow drainage, mains services and new road layout works, carried out by East Coast Construction NE Ltd on behalf of Bellway Homes.
Bellway’s development at that end of the lane is Palmers Grange, off Blenheim Avenue in Brough. Its own sales page now lists a single plot, a four-bedroom detached house from £384,995, and says the site is marketed from a nearby Bellway neighbourhood at Trident Way. (Bellway, Palmers Grange)
So the houses are all but sold, and the road is booked to stay shut to traffic for another 18 months. The new notice does not connect the two, and neither do we; we set them side by side because the dates are a matter of record.
What it means for you
- If you walk, cycle or ride from Welton towards Brough, the route is yours again from Thursday 10 September. It has been closed to you since April 2025.
- If you drive, nothing changes. Use Blenheim Avenue, Moor Road, Welton Road, Water Lane and Stanley Jackson Way, and plan on doing so into 2028.
- If you want the permanent ban stopped, or want it made, you have until 24 September. Email traffic.consultation@eastriding.gov.uk with reference TMS2353508 and say why.
- If you want to know what the remaining works actually are, Highways Customer Care is on (01482) 393939, quoting reference JS.
- Dates on statutory notices move. The 2025 notice anticipated October 2026 and is now anticipating April 2028. Treat 1 April 2028 as the council’s current expectation, not a promise.
