The East Riding's new local plan clock started on 30 October. Residents get a first say on its content from 7 June 2027; adoption is due 30 April 2029.
The East Riding’s next local plan is now formally under way, and the council has set out when residents will get a say. East Riding of Yorkshire Council passed the first official checkpoint, called Gateway 1, on Friday 30 October. That starts a 30-month process. The council’s updated timetable has the new plan adopted on 30 April 2029.
The first consultation on what the plan should actually contain opens on Monday 7 June 2027 and closes on 19 July 2027. That is later than the council first planned. A new environmental assessment stage has been added before it, from 18 January to 1 March 2027. (East Riding of Yorkshire Council, 30 October 2026)
The local plan decides where new homes, jobs and roads go across the East Riding. Once adopted, it is the starting point for every planning decision. It will replace the Local Plan Update, which the council adopted only in April 2025.
The timetable to 2029
The council published version 2 of its timetable on 30 October. The key dates are:
| Date | Stage |
|---|---|
| 18 January to 1 March 2027 | Environmental assessment scoping consultation (new) |
| 7 June to 19 July 2027 | Consultation on proposed plan content and evidence |
| 1 November 2027 | Gateway 2 advice sought |
| 28 February to 24 April 2028 | Consultation on the proposed local plan |
| 14 August 2028 | Gateway 3 advice sought |
| 2 October 2028 | Plan submitted for independent examination |
| 30 April 2029 | Adoption |

What changed on 30 October
The council’s schedule of amendments lists two changes to the June timetable:
- the date Gateway 1 was published, 30 October, has been added
- an extra environmental assessment scoping consultation has been added for January to March 2027
As a result, the content and evidence consultation moved to June and July 2027. Gateway 2 moved to 1 November 2027. The schedule does not give the earlier dates. The adoption date of 30 April 2029 is exactly 30 months after Gateway 1, the limit the Government now sets. (East Riding of Yorkshire Council, Schedule of Amendments)
The environmental stage is mainly for the statutory environmental bodies. The council’s Gateway 1 summary says the next step is a scoping report and “consultation with the statutory environmental bodies to agree the scope and level of detail of the assessment”. So the June 2027 consultation is the first real chance for residents to comment on the plan’s content. (East Riding of Yorkshire Council, Gateway 1 Self-assessment Summary)
Nearly 1,000 sites already put forward
Landowners, developers and residents have put forward nearly 1,000 pieces of land in the council’s Call for Sites. It opened in August 2025 and is still open. Every submission is on the council’s interactive map. The council says it is still “identifying sites”: assessment of them begins in 2027, using a methodology it has now published. (East Riding of Yorkshire Council, Local Plan)
The council says it has not yet drawn up options for where growth should go, or any local policies. It has started work on the plan’s main issues, its vision and objectives, and the high-level limits on development.
Who decides
Councillors do not vote on each stage. On 16 June 2026 the Cabinet delegated the content, publication and submission of each stage to the Executive Director of Prosperity and Place, in consultation with the cabinet member. A Local Plan Members’ Working Group keeps councillors involved. Full Council votes on adoption, after the independent examination. (East Riding of Yorkshire Council, Gateway 1 Project Initiation Document summary)
The same summary says the Forward Planning team’s headcount “has recently increased”. It also carries a note that artificial intelligence was used to help draft and format it, and that officers reviewed it for accuracy.
Councillor Nick Coultish, the Cabinet Member for Planning, said: “This is a key milestone, and we will continue to work with businesses and residents as we develop our plan-making process.”
What it means for you
- Check the map. If you want to know whether land near you has been put forward, the Call for Sites map on the council’s local plan page shows every submission. Being on the map does not mean a site will be chosen.
- Put 7 June 2027 in the diary. That is when the content and evidence consultation opens. It runs to 19 July 2027.
- Get the updates. The council will email local plan news to anyone who asks the Forward Planning team at forward.planning@eastriding.gov.uk.
- Read the papers in person. Reference copies of the Gateway 1 documents are at County Hall and Beverley Library during normal opening hours.
- The current plan still applies. Until 2029, planning applications are decided against the Local Plan Update. Our East Riding planning page explains what it already allows.
The council says it reviews the timetable every month and will update it when dates change.
